House floor report: March 11, 2013 — key bills transmitted, votes taken, chamber adjourns
Summary

At its March 11 session the Utah House conducted routine floor business, received communications from the Senate, handled third‑reading items, and took recorded votes on several substantive bills.
Early in the session the House paused to wait for a list of senate bills (the Speaker asked members to remain so the chamber would retain quorum) and the Reading Clerk transmitted a long list of senate communications including bills sent for the Speaker’s signature and bills to be placed on House calendars or referred to Rules.
On the floor the House adopted the conference committee report and final passage on House Bill 279 (administrative hearings by counties) and read numerous other bills for first and second reading. After debate and votes on individual measures the House passed House Bill 165 (background checks for child‑care workers) and third substitute House Bill 322 (municipal cleanup fees) and recorded failed votes on HB372 and HB339. Leadership also moved a large batch of senate bills onto the senate third reading calendar under suspension of rules so they could be considered for passage.
With the day's legislative work concluded except for awaiting the Senate's list of bills, the House adjourned to reconvene at 8 a.m. on March 12.
