House calendar, committee reports and procedural moves: consent bills passed; conference committee named for construction-trades bill

On March 7, 2013, the Utah House adopted a series of committee reports from Business & Labor, Education, Health & Human Services, and Public Utilities & Technology committees, placing numerous bills on either the consent calendar or third-reading calendars.
Representative Ivory moved to uncircle House Bill 321 (technical amendments related to weapons definitions). The bill was presented briefly as a consent item, put to a vote and passed 68-0; it will be transmitted to the Senate. The House also handled committee business on bills including first substitute House Bill 140 (consumer-focused health delivery demo), House Bill 373 (small schools funding), and multiple senate substitutes returned to the rules committee for fiscal-note completion.
The Senate informed the House it would not concur with House amendments to second substitute Senate Bill 44 (construction trades licensing revisions). The House refused to recede and requested the Speaker appoint a conference committee; the Speaker named Representatives Dunnigan, Byrd, and Duckworth to that committee.
Representative Pompey moved and the House agreed to lift SJR 2 (joint resolution reappointing the legislative fiscal analyst) from rules and place it at the top of the Senate third-reading calendar for consideration. The House recessed until 2 p.m. for afternoon business.
