House passes election-day registration, land-use and campaign-contribution rules; several bills transmitted to Senate

Supporters said similar systems in nearby states produce 5–7% higher turnout. The House passed the second substitute HB 91 with a recorded tally reported as 53 yay, 14 nay and 8 absent. The bill will be transmitted to the Senate.
