Representative Andrew A. presented House Resolution 3 urging Congress to repeal the health‑insurance tax portion of the Affordable Care Act. He said the tax is passed through to consumers and cited estimates of long‑term cost impacts: "a single payer...would be paying an additional $2,150 and a family as much as $5,080 over 10 years," he said.
Representative Chavez Houck and others distributed material noting benefits and credits in the law for Utah small businesses and urged colleagues to weigh those effects in their judgment. Representative Paulson said he values practical action and cautioned that repeal at the federal level is unlikely but acknowledged the resolution's signaling purposes. The House adopted HR3 52 yes, 14 no and referred it to staff for enrolling and signature by the Speaker.
The resolution is symbolic but sponsors said combined with similar actions in other states it can create precedent for appellate consideration.
