House approves a slate of Senate bills and resolutions; one election measure fails
Summary
On Feb. 21 the House passed several Senate bills including SB 53 (intergenerational welfare), SB 40 (Navajo royalties), SB 101 (water rights), SB 138 (budget rules), SJR 7 and others; SB 23 (lieutenant governor filing) failed in the House (33-38).
The Utah House on Feb. 21 cleared a series of Senate measures and resolutions and scheduled other items for committee referral or time certain. Key outcomes included unanimous or near-unanimous passage on multiple items and the failure of an election-code change.
- Senate Bill 53 (intergenerational welfare reform): Presented by Representative Jeremy Peterson as part of a three-part strategy to address intergenerational poverty; passed the House 69-0.
- Senate Bill 40 (Navajo trust fund stipend adjustment): Representative Draxler said the bill permits adjustments to trust fund stipends when institutions raise tuition; passed 70-0.
- Senate Bill 101 (division of water rights): Representative Grover moved Amendment 1 to clarify coordination with SB 30 and HB 29 and to tighten corrected-claim procedures for the state engineer; the bill as amended passed 70-0.
- Senate Bill 138 (requirements for governor's proposed budget): Representative Handy said the bill requires the governor's proposed budget to show estimated federal receipts and projected changes in federal grants; passed 72-0.
- SJR 7 (joint rules resolution on federal-fund revenue estimates): Adopted 73-0, it adds forecasting duties to the executive appropriations committee when preparing budgets.
- Senate Bill 130 (security personnel licensing board changes): Authorized additional industry representation on the security services licensing board; passed 72-0.
- Senate Bill 129 (office of state debt collection garnishment amendments): Passed as amended (oral amendment clarifying Utah Exemptions Act references) 70-1.
- Senate Bill 23 (lieutenant governor filing deadlines): After debate over party flexibility and the effect on convention practices, the measure failed in the House, 33-38.
The House also moved HCR 4 (Utah wildfires) to a time-certain spot on Feb. 27 at 10:30 a.m. and received several rules-committee reports reassigning bills to standing committees for further work.
