House directs health reform task force to study Medicaid expansion options with federal partners

The Utah House on March 10 adopted a second substitute to House Bill 401 that removes funding for an Access Utah program and instead directs the Health Reform Task Force to study Medicaid expansion options, including proposals considered during the legislative session, and to work with the governor, the Department of Health and federal partners including the Centers for Medicare and Medicaid Services.
Representative Dunnegan, sponsor of the substitute, said the second substitute directs the task force "to look at the proposals that were proposed during this legislative session, and then also to work with the governor, the Department of Health and Centers for Medicare and Medicaid Services and the federal... HHS department to... look at different proposals" for covering the optional Medicaid population.
Representative Chavez Houck said she was "conflicted" but supportive of continuing study because the task force has deeply studied the issue over the prior nine months and remains the appropriate venue for further work. Representative Rhett asked for clarification on whether the bill language or the long title controls; the sponsor pointed to the enacted language as dispositive.
The House approved the second substitute by a recorded vote of 60 yes and 12 no. The bill will be transmitted to the Senate for its consideration.
