House passes measure requiring prioritized project lists for school bond ballots
Summary
HB170 instructs school boards to include a prioritized, binding list of projects in voter information pamphlets and to post project status and costs online; Representative McKay called it a transparency step. The House approved the measure 49–19.
Representative McKay presented House Bill 170, which would require that when a local school board seeks bond funding for capital facilities it include in the voter information pamphlet a prioritized list of proposed projects (ranked one through N) and make that list binding unless the board later approves an exception by a two–thirds vote. McKay said the bill would also require online reporting of project status and cost information so voters can track progress.
On the floor, sponsor described the change as a transparency measure to let constituents check on the status of projects and spending. There were no substantive amendments offered during floor debate; summation was waived and the House approved the bill.
The bill passed the House 49 yes to 19 no and will be transmitted to the Senate.
