House passes multiple Senate bills, recalls several measures for reconsideration

Among the roll-call outcomes announced on the floor: Senate Bill 231 (agricultural amendments) passed the House 68–1 after brief presentation and will be returned to the Senate; first substitute SB 264 (retention of outside counsel and related procurement rules) passed 64–3 after a successful amendment to replace two references to "business and labor" with "judiciary"; SB 89 (amendments to the definition of public utility) passed 68–1; and SB 79 (Uniform Real Property Electronic Recording Act) passed 67–0. First substitute SB 170 (education loan amendments) also passed and was returned to the Senate.
Representative D. advised members that staff had identified a procedural issue regarding the constitutional requirement of three readings for certain bills; the House recalled a list of measures from the Office of Legislative Research and General Counsel for reconsideration and said it would re‑vote the items after lunch so each bill would meet the three‑reading requirement. Other bills were "circled" (set aside temporarily) so related companion legislation could be taken up in the preferred order.
Several bills had more extensive floor discussion or amendment activity: first substitute SB 264 drew debate and a successful amendment championed by Representative Aaron to shift oversight language to the judiciary interim committee; first substitute SB 51 (local government entities) included a friendly amendment (Amendment 8) that passed and the bill was circled pending further work. The House also heard and approved SB 78 (prescription eye drop refill threshold) and SB 256 (asset forfeiture amendments) on the concurrence calendar.
The House returned or transmitted multiple bills to the Senate for the President's signature and scheduled recalled bills for revote in the afternoon to ensure compliance with reading requirements.
