House receives Senate transmissions including unmanned aircraft resolution; Speaker to sign and staff to enroll three measures

SALT LAKE CITY — On March 12, 2014, the Utah House of Representatives received a set of communications from the Senate that included a concurrent resolution on unmanned aircraft systems and several house bills requiring further processing.
The reading clerk told the House, "These bills have been signed by the president and are transmitted for the signature of the speaker," identifying HCR 3 (unmanned aircraft systems, introduced by Representative Val Peterson), House Bill 90 (women in the economy commission, introduced by Representative Selig) and House Bill 325 (judicial performance evaluation commission amendments, introduced by Representative Hutchings). The Speaker said those three measures "will be signed by the speaker and referred to staff for enrolling."
The House was also notified that the Senate had passed, as a substitute, House Bill 226 (severance tax amendments, by Representative Nielsen) and transmitted it for further consideration; the Speaker said that bill would be placed on the concurrence calendar for future action. Separately, the reading clerk reported that SGR 20 (master study resolution, by Senator Oker Landon) had been passed by the Senate as amended and read for the first time in the House; the Speaker indicated SGR 20 would be referred to the Rules Committee.
Taken together, the items announced are at routine procedural stages: three measures were presented for the Speaker's signature and enrollment, one bill was sent to the concurrence calendar for further House consideration, and one study resolution will be routed to committee. No House debate or roll-call votes on the measures were recorded in this session.
The announcements set the next procedural steps: enrollment and Speaker signature for HCR 3, HB 90 and HB 325; concurrence-calendar scheduling for the Senate-substituted HB 226; and referral of SGR 20 to the Rules Committee. The House did not take final floor action on the transmitted measures during the March 12 session.
