House approves bill to create expendable MWR fund for Utah National Guard

The Utah House on Feb. 6 passed House Bill 59 to create a statutory framework and a special expendable revenue fund for morale, welfare and recreation (MWR) activities of the Utah National Guard.
Representative Val Peterson, sponsor, said the bill moves several revenue-generating services—barber shops, restaurants, clubs, gyms and billeting—into a defined expendable fund so those receipts can be audited and expended under state oversight. "This bill creates a special expendable revenue fund ... and delineates what those funds can be spent on," Peterson said, noting consultation with the Department of Finance.
The bill's fiscal note identifies about $1,500,000 in dedicated credits derived from those MWR operations. Peterson said the statutory change improves transparency and allows the Guard to manage the revenue within an auditable fund. Members asked no recorded questions on the floor, and the House approved HB 59 by voice and recorded vote on the consent calendar, 73–0.
The bill will be transmitted to the Senate for its consideration.
