House reauthorizes Utah Health Data Authority and adds insurance commissioner representation

The Utah House unanimously reauthorized the Utah Health Data Authority for 10 years on a 72–0 vote and approved an amendment to add the insurance commissioner or a qualified designee to the Health Data Committee.
Representative Dunnigan, sponsor of HB 35, said the reauthorization followed a sunset review and aimed to continue the committee’s work to collect, analyze and distribute health-care data to promote quality, cost-effective care. The adopted amendment specifies that the insurance commissioner’s designee should have knowledge regarding the health care system and characteristics and use of health data.
"This amendment...says that it's got to be somebody from the insurance department who should have knowledge regarding the health care system and characteristics and use of health data," Representative Dunnigan said when offering amendment number 1. He added the committee’s statutory purpose is to facilitate access to data for consumers and providers and to promote efficient, cost-effective care.
After a waived summation the House closed voting; the Clerk recorded 72 yes votes, 0 no votes. HB 35 passed and will be transmitted to the Senate.
