House reading lists dozens of bills; rules committee moves several to third reading

The House clerk read a long list of House bills and resolutions for first reading and referral, covering appropriations, education, public safety, elections, health and a variety of policy areas. Titles announced included budget amendments, education and retirement measures, revisions related to motor fuels and emissions, and a number of second‑session‑style '2xx' bill designations that covered local governance, tax changes and other technical amendments.

Following the reading, Representative Dean Sanpai presented a Rules Committee report recommending that a subset of bills (including House Bills 10, 11, 13, 14, 15, 18, 20, 21, 22, 24, 27, 28, 32–35) be lifted from rules, read for a second time and placed on the third reading calendar. Representative Sanpai moved adoption of the committee report, which the House adopted by voice vote.

Separately, the House approved procedural motions to authorize the Speaker to appoint committees to notify the governor and the Senate that the legislature was organized; the Speaker later named the members of those committees (to notify the governor: Representatives LeVar Christensen, Craig Hall and Mark Wheatley; to notify the Senate: Representatives Rebecca Edwards, Kaye Kristofferson and Joel Briscoe). Representative Pompey also moved, under the Utah Constitution and joint legislative rules, to continue the practice of reading only short titles of bills on the calendar unless a majority directs otherwise; members approved that motion, which passed by the required two‑thirds majority.

What’s next: leaders said bills placed on calendars would likely be considered later in the week after appropriation subcommittee meetings; the House recessed and planned to reconvene at 2:15 p.m.
