House approves bill to let government fleets finance electric and CNG vehicles via energy-performance contracting

Representative Ripley Draxler told members HB 410 expands an existing financing tool known as energy performance contracting, which applies energy savings to the cost of efficiency upgrades, to cover vehicle fleets in state and local government, school districts and universities. He described the bill as voluntary, without a fiscal note and a way to set an example for cleaner air by accelerating purchases of electric and CNG fleet vehicles.
"It's a very, simple approach to cleaning up the fleets that operate in government agencies," Representative Draxler said, stressing that participation is voluntary and the financing mechanism is already used for building upgrades.
The House opened and quickly closed the vote on the time-certain item. The clerk announced a 66-0 yea vote; the bill passed the House and was transmitted to the Senate for consideration.
