House advances multiple concurrence-calendar items, approving HB323, HB402 and HB409

Representative Stratton said the change added coordination with the Division of Water Resources to address fish and wildlife concerns. The House concurred and the clerk recorded final passage: 65 'yay' votes, 0 'nay' votes. The bill will be returned to the Senate for the president's signature.
Among other items, the House circled second substitute HB104 (cow share program amendments), a procedural move that postpones further consideration; the motion to circle was approved by voice vote. Representative Roberts was identified as associated with that item.
The House also considered first substitute HB402, changes to the New Convention Facilities Development Incentive Act. Representative Wilson said the Tax Commission added definitions clarifying what constitutes a secured obligation and a tax-increment shortfall. The motion to concur passed, and final passage was recorded at 46 'yay' and 22 'nay' votes.
First substitute HB409, amendments to the procurement code, drew brief comment from Representative Snow, who said the Senate amendment struck two lines (9-64, 9-65) and "makes the process more fair." The House concurred and the bill passed final passage by a recorded vote of 68 'yay' and 0 'nay'.
Several other concurrence-calendar items were processed without extended debate. Representative Anderson moved that the House refuse to concur with Senate amendments to fifth substitute HB362 (transportation infrastructure funding) — citing objection to the Senate's inclusion of registration fees — and the motion to return the bill to the Senate passed. Representative Wilson successfully moved under suspension of the rules to place first substitute SB243 (Utah futures participation amendments) at the top of the Senate third-reading calendar.
The House recessed for caucus meetings after approving a motion to "saunter" until 8:30 p.m.
