House adopts amendments to Employment Support Act, extends application period to 30 days

The Utah House approved first substitute Senate Bill 17, a package of revisions to the Employment Support Act, after a floor amendment and brief questioning on Feb. 11, 2015. Representative Edwards sponsored the bill and introduced Amendment No. 1 to correct an unintended change affecting the Office of Recovery Services’ definition of assignment of support.
Representative Edwards said the bill mainly restructures language and moves definitions but makes one substantive change: it extends the application period from 20 days to 30 days to align with federal regulations, giving the division more time for assessment and re‑employment planning. "It allows the division to provide better customer service and create a plan for reemployment," Edwards said.
Representative Cox asked whether deletion of language referencing funds appropriated by the Legislature removed constraints on spending; Edwards replied the intent was not to change spending authority and that the bill remains subject to federal and state law and available funds. After the amendment was adopted, Representative Gibson closed the vote; the bill passed 73–0 and will return to the Senate because it was amended.
