House amends interstate compact on public lands to clarify funding and participation
Summary
House Bill 132, an amendment to the interstate compact on transfer of public lands, was amended to allow donations, grants and participation by political subdivisions; the House approved the amendment and passed HB132 69–6.
Representative Stratton presented amendments to House Bill 132 to clarify the compact’s funding mechanism and allow nonstate entities, political subdivisions and private participants to provide donations, equipment, supplies or services to a compact commission.
"The compact commission may accept any appropriate revenue source, donations, and grants of money, equipment, supplies, and services," the sponsor said, pointing to line 141 as clarifying language meant to strengthen the bill.
The floor approved amendment number 1 under Representative Stratton’s name, the sponsor characterized the change as strengthening the measure and aligning it with the interstate-compact process under Article I, Section 10 of the U.S. Constitution. Representative Stratton urged support and summation was waived.
Voting closed with 69 yes votes and 6 no votes, and HB 132 as amended passed the House and was transmitted to the Senate.
