House approves transportation and nursing bills, moves several measures to committee work

The Utah House advanced a number of bills on Feb. 17, approving two substantive measures and pausing others for further work.
Representative Kevin Kristofferson presented HB 188, which allows cities and counties that proactively purchase right‑of‑way for future state roads to be reimbursed from the local transportation corridor preservation fund when the state later acquires the property. Kristofferson said the change addresses a disincentive for local governments to secure land in advance; UDOT and metropolitan planning organizations support the bill. HB 188 passed the House 67–0 and was referred to the Senate.
Representative DeCarle introduced HB 218, the Nurse Practice Act amendments, which updates the list of accrediting bodies recognized by state statute and authorizes the Division of Occupational and Professional Licensing to establish rules to address a nursing program’s accreditation loss. DeCarle said the bill requires consultation with the Board of Nursing. HB 218 passed the House 67–0 and was referred to the Senate.
The House also heard and adopted several committee reports, placed a range of bills on the third‑reading calendar and moved multiple items to the consent calendar. Several bills (including HB 238 on license‑plate obstruction) were circled for further sponsor work rather than advanced today.
Taken together, the actions move technical statutory updates forward while leaving more complex or contested items for additional committee or sponsor negotiation.
