Utah House: Brief floor roundup — several technical bills pass unanimously

During Feb. 13 afternoon floor time the Utah House handled a series of mostly technical bills and substitutions with limited debate and unanimous or near-unanimous roll calls.
• First substitute HB187 (amendments related to Health and Human Services funds and donated funds use at Utah State Hospital and the Utah State Developmental Center) passed 64-0.
• First substitute HB194 (Occupational Therapy License amendments) was amended on the floor (coordination clause to align with a Senate bill) and passed 65-0; the bill creates an additional pathway for licensure for some applicants with foreign education who meet certification requirements.
• First substitute HB227 (annual real estate division cleanup) passed 66-0 after the sponsor summarized routine clarifications to mortgage, appraisal management and real estate licensing rules.
• Second substitute HB24 (Insurance modifications) passed 69-0; sponsor described technical fixes and four primary concepts including appearance-protection warranty additions, revision to the model company holding system act and allowing an LLC to form a captive insurer.
