The Utah House on March 7 moved House Bill 2 — the new fiscal‑year supplemental appropriations act — from the rules committee to the top of the third‑reading calendar, setting the bill up for fuller debate later in the day.
Representative Sampey, the House sponsor, told members this supplemental is the second phase of the session’s three‑part budget process. He said the package adjusts the base budget by adding and subtracting items distributed publicly the prior week and discussed in caucuses, and that two of the supplemental bills start in the House while three started in the Senate. "For the supplemental bills we have 5 bills, 2 of which will start in the house, 3 of which will start in the senate," Sampey said, explaining the bill reflects work by the Economic Advisory Committee and will be considered further this afternoon.
Speaker procedures placed HB 2 on the third‑reading calendar and the House voted to lift the bill from Rules so it can be read a second time and considered later. Lawmakers also were reminded to provide the name of their Senate spot sponsor to the docket clerk after their bills pass, to facilitate transmission to the Senate.
