House passes SB 2, approves 3% WPU increase after rejecting 4% amendment

Representative Sampey, the House sponsor, said SB 2 is “our third supplemental add to the base budget” and outlined the bill’s principal elements: a 3% increase to the weighted pupil unit (WPU) representing roughly $82,500,000 ongoing, an additional $3,000,000 ongoing and $9,800,000 one-time for the minimum school program, $1,700,000 for state board financial management positions, and other statewide program funding. “The bill is a add to the base of $90,000,000 of ongoing for growth 3% the W.P.U.,” he summarized.
Representative Eliason, who moved the first amendment, described it as an accounting adjustment to consolidate two line items by moving a flexible allocation into the WPU so it receives annual growth; he called it a “mechanical” change that does not add net new money but provides districts more flexibility and frees up some career and technical education (CTE) revenue. Sampey characterized the amendment as a friendly fix reflecting district feedback; the House adopted Amendment 1.
Representative Briscoe offered a second amendment to increase the WPU change from 3% to 4%, arguing that “we need more funding for . . . the WPU to allow the greatest ability on the part of our school board and our local school districts to provide resources to our teachers.” Briscoe and supporters suggested funding the extra 1% by reallocating existing education line items, including shifting $3,000,000 from the STEM Action Center and cutting certain equity and school funding items in SB 398. Sampey and other members opposed the amendment on the ground that there was “no source for this” and that reallocating committee-approved items would upset prior committee and inter-branch budget agreements.
Debaters repeatedly raised process and fiscal concerns: several members said they supported the concept of a higher WPU but opposed implementing it without a clear, agreed funding source. As Representative Cox put it, “I would love to rise in support of this bill 4% sounds great but there’s no money being added to the budget to cover that.” Representative Briscoe replied with line-item proposals to achieve the 4% increase without raising taxes.
The House rejected Amendment 2 in a division vote and proceeded to final passage. Rep. Sampey urged support for the bill as the agreed supplemental and cautioned that failure to pass it would leave only the base budget in effect. SB 2, as amended, passed the House 63–4 and will be returned to the Senate for consideration.
The debate logged multiple substantive exchanges over whether to reallocate existing education dollars versus identifying new revenues, and members emphasized both immediate district needs and the procedural necessity of consensus on funding changes.
