Utah House approves targeted sales-tax exemption for some commercial renewable deals
Summary
The House passed a second substitute to HB 242 to preserve a limited incremental sales-tax exemption for residential renewable subscriptions while extending a modest, narrowly tailored incremental exemption to certain commercial direct-sale agreements with Rocky Mountain Power; it passed 49–19 and will go to the Senate.
Representative Handy said the bill is intended to allow a narrow, incremental sales-tax exemption for certain commercial arrangements so companies that contract directly for renewable power can meet corporate portfolio requirements. "More and more companies today ... require alternative green energy in their portfolio," the sponsor said, arguing the change affects "boutique 1-off deals" rather than broad, embedded utility projects.
