Representative Ray explained that an earlier change had altered the wrong date in the bill; he moved amendment number 2 offered in Representative Steve Eliason’s name to restore the correct implementation timeline. Ray said the change moves the implementation date so “we have no fiscal note, and we're able to determine if we have the funding available before we implement the program.”
The amendment carried by voice; the sponsor waived summation. The House voted on SB39 as amended and the clerk recorded 69 yes votes, 0 no votes. The bill will be transmitted to the Senate for further consideration.
The amendment specifically corrected the implementation date (rather than the waiver date), aligning the bill’s effective timing with the budget and avoiding an immediate fiscal impact.
