House passes bail-bond changes to allow electronic filings and equalize cash and bond amounts

The House adopted HB 297 on March 1, a bill that updates bail-bond procedures to reflect technology and clarify parity between cash and bond amounts.
Representative Hutchings, sponsor, said the measure eliminates a requirement to file a physical motion to satisfy a bond after arrest, aligns cash and bonded bail amounts so they are equivalent in effect, and requires that a warrant be issued when a defendant fails to appear. "What this particular bill does is...it allows for the ability to, when a bond has been satisfied or when somebody's been arrested...eliminating the requirement to do it with motion," Hutchings said.
Summation was waived by the sponsor and the House recorded passage by a wide margin, 72 yes to 1 no. The clerk recorded that HB 297 will be transmitted to the Senate for further consideration; the body recessed until 6 p.m.
