The Utah House on Feb. 26 approved second substitute House Bill 318, which creates a commission to study infrastructure, land-use and financing options for the Point of the Mountain area — a fast-growing corridor between Lehi and Draper.
Representative Wilson, sponsor, said the commission will study needs for roads, transit, trails, utilities and other infrastructure to accommodate ongoing growth and to recommend funding and planning strategies to the legislature and executive branch. The substitute modifies the commission's makeup to add a school-district representative, provides city-league appointments for local areas and sets up co-chairmanship between a legislative and an executive appointee.
Supporters highlighted rapid commercial growth in the area and the prospect of large available parcels in Draper that could create significant employment opportunities; Representative Cutler complimented sponsor Wilson for adding school representation. The House voted 67 yes, 5 no to pass the second substitute and transmit the bill to the Senate for consideration.
What happens next: HB 318 goes to the Senate; the commission's recommendations would return to the legislature for potential follow-up funding or statutory changes.
