House OKs towing overhaul to create statewide advisory board, require certifications and background checks

The Utah House approved first substitute House Bill 393 to standardize towing practices across the state and create a towing advisory board with representatives from state and local agencies, towers, property owners and two legislative members.
"This bill is designed to get all of the towing players together," Representative Malloy said on the floor. He said the measure would require a single state certification for towers, reduce duplication of certifications across cities, require secure storage for towed vehicles, clarify allowable charges such as credit-card processing fees, and provide 24/7 access for owners to retrieve vehicles.
The advisory board proposed in the bill would include representatives from UDOT, the Department of Public Safety, the Tax Commission, tow operators, the League of Cities and Towns, county and property-owner representatives, and two legislators appointed by the governor.
An amendment was adopted on the floor to require the board to report annually to the Transportation Committee. The House passed the bill on a recorded vote, 67 yea and 2 nay; the bill will be sent to the Senate for further consideration.
