House approves Scenic Byway bill to give landowners more say in segmenting designations

The House passed HB 232 on Feb. 22 to adjust how scenic byway designations are handled and to give adjacent landowners additional procedural protections.
Representative Noel said the bill allows for federal segmentation of byways so that landowners can have a route or portion of a route classified differently when appropriate. He described the current process as "somewhat cumbersome" and proposed changes that include expanded timelines (from 45 to 60 days in some instances) and direct appeals to the Scenic Byways Committee with an administrative-law-judge review.
Representative Brian King and others praised the measure as a careful balancing of private-property interests and maintaining scenic byways.
The House approved the bill; the clerk recorded: "HB 232, having received 71 yes votes, 2 no votes, passes this body and will be transmitted to the Senate for its consideration." The bill will now proceed to the Senate.
