House passes technical tax accounting bill to standardize credits and transfers

Representative Eliason presented House Bill 208 as a technical, process-oriented measure intended to standardize accounting for multiple tax credits so the state education fund is held harmless.
Eliason told members that different credits are handled inconsistently today — "for instance, the homeowners and renters tax credit is paid or dispersed directly from the general fund" while others are recorded differently — and the bill "helps to standardize the budget and accounting for these tax credits" and puts a process in place for future credits. He said the change clarifies that Finance (rather than the Tax Commission) actually performs the year-end transfers for generally accepted accounting purposes. The bill carried no net fiscal note in committee.
After Eliason's presentation the House opened and closed voting; House Bill 208 passed 73–0 and will be transmitted to the Senate.
