House passes amendments fine-tuning justice-reform measures, including earned-time clarifications

Representative Hutchings described HB 3004 as implementation and clarification of previously debated criminal-justice reinvestment policies. An amendment (to change 'screening or assessment' to 'screening and assessment') was offered to clarify that validated risk-and-needs processes include both elements. The amendment was adopted.
The sponsor explained that the bill also improves court and probation tools for reminders and follow-up with supervised individuals to reduce failures to appear, and clarifies an 'earned time' policy that can shorten supervision for people who complete qualifying programs. The bill also clarifies who qualifies and who does not for earned-time credit and provides discretion for revocation of earned time if conditions are later violated.
Representatives asked whether more committee input or time would be preferable; the sponsor said the provisions were vetted in interim work and that the changes improve implementation. The amended bill passed 64 yes, 5 no and will be transmitted to the Senate.
