Representative Frower presented an amendment to the capital development projects bonding authorization that increases the amount available for prison infrastructure and related site work by $100 million, bringing the total authorized general obligation (GO) amount to $575.7 million and extending the maximum period for issuance from seven to ten years.
Representative Frower said the increase was needed to pay for infrastructure at the selected prison site. Representative Hollins objected, arguing the additional cost was unexpected relative to prior special-session expectations and noting local impacts where the prison site is located. After brief discussion, the House approved the increase on third reading, 57–10, and the bill will be transmitted to the Senate for further consideration.
