House approves construction and fire code cleanup amid Park City concerns

The Utah House passed first substitute House Bill 281 on Feb. 22, 2017. Sponsor Rep. Representative Jeff Quinn spoke in opposition on behalf of Park City concerns, saying the bill as drafted could affect historic districts, local topography and water‑flow infrastructure and place an undue expense on the city. The sponsor and other supporters said the Senate could consider an amendment to protect Park City’s historic district and that if language is proposed the House would be open to it.
The House adopted the substitute and, after brief discussion, passed the substituted bill on a roll call, 64 yes to 9 no. The bill will be transmitted to the Senate for further consideration.
Next steps: HB281 moves to the Senate; the sponsor said he expects Park City to propose language in the Senate if local concerns persist.
