Votes at a glance: bills the Utah House passed Feb. 23, 2017

SALT LAKE CITY — The Utah House took up a busy floor calendar on Feb. 23 and approved a series of bills and resolutions on the consent and third-reading calendars. Several measures passed unanimously or with strong majorities and will be transmitted to the Senate.

Notable items that passed include:

- HB 324, Local Budget Hearing Notice Amendments: Requires municipalities to post budget-hearing notices or a link on their website homepages; passed by voice/record at 71-0 and will be transmitted to the Senate.

- HB 343, Agricultural Leadership Education Support Special Group license plate: Allows the Utah FFA Foundation to apply for a special license plate to fund scholarships; requires 500 paid applications to create the plate; passed 72-0.

- SB 91, Native American Child Welfare Amendments: Clarifies tribal foster-home licensure reciprocity and information-sharing with tribes to help preserve children's heritage when placed off tribal lands; passed 73-0.

- SJR 12, Designating Post Traumatic Stress Injury Awareness Day: Designates 06/27/2017 as awareness day for post-traumatic stress injury and passed 71-0.

- Second substitute SB 11, Water Development Commission Amendments: Reduces commission membership and returns some appointment authority to the legislative management committee; passed 64-5.

Several other bills were uncircled, substituted or moved to committee calendars for future consideration. The rules committee issued its committee assignments for a broad group of bills at the end of the floor session.

Many of the consent items required only brief sponsor remarks and carried with minimal debate; several had committee votes reported on the floor.
