Utah House urges districts to consider later high-school start times; resolution passes 46-28

SALT LAKE CITY — The Utah House on Thursday passed House Concurrent Resolution 9, urging school districts to consider later start times for high schools after proponents cited brain-research links between adolescent sleep cycles and learning, attendance, and safety.

Sponsor Representative Carol Spackman Moss told colleagues that research and local examples show later start times improve attendance, raise grades and reduce accidents and disciplinary incidents. "The research has shown the benefits: improved attendance, higher GPA, fewer disciplinary referrals and fewer accidents," she said.

Lawmakers acknowledged logistical challenges, especially for rural districts where students travel long distances and extracurriculars run later into the evening. Representative Cutler and others described models in which elementary children begin earlier and older students start later to accommodate bus schedules and family logistics.

Supporters emphasized that HCR9 is an encouragement, not a mandate, saying local districts should retain schedule authority. Opponents and some rural representatives cautioned that later times could complicate after-school activities and transportation; sponsors said many districts have managed the change with limited disruption.

The resolution passed 46-28 and will be transmitted to the Senate for further consideration.

Next steps: HCR9 is a concurrent resolution encouraging districts to consider schedule changes; individual districts would need to adopt changes for any start-time shift to take effect.
