House adopts resolution urging reform of federal ITAR rules affecting gunsmiths and small businesses

The Utah House on Feb. 10 adopted House Joint Resolution 11 urging reform of the International Traffic in Arms Regulations (ITAR). Representative Lisenby said the resolution addresses federal rulemaking that, he argued, treats common gunsmith activities as "manufacturing" and imposes licensing fees and penalties that burden small businesses and hobbyists.
During floor discussion Representative Briscoe asked whether Utah businesses have been criminally penalized under ITAR; Lisenby said he knew of gunsmiths afraid to operate and cited a Colorado business currently suing the Directorate of Defense Trade Controls. Lisenby told members the resolution asks Congress and the President to repeal or reform what he called onerous regulations. The House passed HJR 11 59‑11 and referred it to the Senate.
