House passes amendment to tidy teacher-supplement accounting, leaves program funding intact

House Bill 35, as amended, passed the Utah House on Feb. 8 after sponsors and several members clarified that the measure cleans up statutory accounting language and does not cut teacher salary-supplement funding.
Representative Cutler, the bill sponsor, told the chamber the amendment removes a now-superfluous restricted account that previously intermediated appropriation deposits, moving funds directly into the teacher salary supplement program under the State Board of Education’s administration. Cutler said the change ‘‘is not changing that program’’ but simplifies how the program is funded and administered.
Cutler also described a provision clarifying the state board’s discretion to make out-of-state tuition-differential payments when Utah students attend schools across state lines; he emphasized the board’s role remains discretionary and payments are subject to legislative appropriation.
Floor reaction: Representatives who had raised concerns said they had reviewed the amendment with staff and analysts and found the language resolved earlier questions. The sponsor said the bill will be reviewed next year if additional fixes are needed.
Vote and next steps: The House adopted amendment number 1 and passed HB 35 as amended by a 72-0 vote. The bill will be transmitted to the Senate for its consideration.
