House adopts substitute to clarify pre‑adoptive home‑study standards

On Feb. 10 the Utah House approved the second substitute of HB 101, legislation addressing pre‑adoptive home‑study requirements, definitions of adoption service providers, and background checks for adoptive parents. Representative Redd moved to uncircle the second substitute, offered Amendment No. 1 to clarify language, and said the bill reflects input from the Department of Human Services, the Department of Public Safety, and private‑practice adoption attorneys.
Sponsor Redd said the measure adds Department of Human Services licensing‑office staff to the list of those who may conduct home studies and clarifies required elements of pre‑adoptive evaluations so that children who have experienced trauma are not placed into further harmful situations. After adopting the amendment, the House passed the second substitute 68‑0 and referred it to the Senate.
