House approves amended public-safety fee package after correcting fiscal note

Salt Lake City — The Utah House passed a revised version of Senate Bill 16, a comprehensive package of public-safety fee revisions aimed at rebalancing funding for the Driver License Division and the Bureau of Criminal Identification (BCI).
Representative Hutchings and other sponsors said the substitute reflected months of interim work to resolve structural imbalances in fee-driven programs. "We have come to an agreement on what we believe is a structural imbalance solution," Hutchings said on the floor, crediting committee members and Representative Green for interim work.
Shortly after an initial passage, representatives identified the amendment on the system did not delete several lines needed to make the fiscal numbers add up. Hutchings moved to reconsider, the House adopted amendment number 2 (deleting additional lines to correct balances), and then voted again. The corrected third substitute passed with 73 yes votes and 0 no votes.
What happens next: The bill as amended will be transmitted to the Senate for consideration. Sponsors say the changes make the driver's-license division self-supporting and reduce a general-fund exposure by preserving fee-driven accounts.
