House approves resolution to name Starvation State Park for Fred Hayes

SALT LAKE CITY — The Utah House voted March 7 to honor the late Fred Hayes by naming the state park at Starvation Reservoir after him, adopting House Concurrent Resolution 21 and sending the measure to the Senate.
Representative Perry, the bill sponsor, told colleagues that Hayes became a mentor and “caused me to love our state parks,” and urged members to recognize Hayes’ decades of work building Utah’s park system. Perry recited a line included in the resolution he said captured Hayes’ philosophy: “state parks are having more people, having more fun in more parks, more often.”
Several members rose to support the resolution with personal recollections. Representative Lisonbee described Hayes’ measure of success as “the size and number of smiles on children's faces,” and Representative McHale, who served on natural-resources committees, credited Hayes with reducing general-fund reliance for state parks while increasing attendance and private-market principles.
Sponsor remarks noted that Starvation State Park is where Hayes began his career and that formal naming requires coordination with the Bureau of Reclamation because the park sits on a reclamation reservoir. The sponsor said the resolution is the vehicle to begin that process while also signaling the legislature’s appreciation to Hayes’ family.
The House opened and closed debate without dissent and recorded the result with the concurrent resolution passing the House by recorded action (House Concurrent Resolution 21 passed the House and will be transmitted to the Senate for consideration).
