House waives child-support obligations while children are in state custody

Representative Watkins presented First Substitute House Bill 112 and described it as a cleanup of long-unreviewed code that waives financial child-support obligations while a child is in state custody. "When we do this, these are people who are working hard to get their children back... To have this taken off their back, it allows them the financial freedom to do all the other things that they're required to do to have their children put back in their custody," Watkins said on the floor.
The sponsor noted that the Office of Recovery Services already recognizes when a parent’s low Social Security or disability income exempts enforcement, and the bill clarifies and codifies that approach. Debate on the floor was limited; summation was waived and the House passed the bill 67–0.
The bill will be transmitted to the Senate for consideration.
