House advances multiple committee reports, assigns bills to standing committees
Summary
During a floor session the House approved a series of standing committee reports, advancing numerous bills (including substitutes and committee-sponsored interim bills) to second or third reading or to the consent calendar and assigning a large docket of bills to standing committees under the Rules Committee report.
The Utah House on Feb. 1 adopted multiple standing committee reports across policy areas, advancing a sizable package of bills to later reading calendars and to the consent calendar.
Business and Labor, Education, Health and Human Services, Judiciary, Law Enforcement and Criminal Justice, Natural Resources/Agriculture/Environment, Transportation and Rules committees all reported favorably on a range of bills. Committee chairs—whose names were included in committee reports on the record—asked the House to adopt their recommendations; members approved them by voice vote.
Notable committee items included substitute HB 158 (controlled substance database revisions), second substitute HB 164 (early childhood task force), first substitute HB 112 (payments for state care of children), second substitute HB 195 (medical cannabis policy), first substitute HB 75 (child abuse amendments), HB 129 (self-defense amendments), substitute HB 59 (unmanned aircraft revisions), and bills to continue or modify interim commissions such as the Legislative Water Development Commission and others presented from the Senate or interim committees.
The Rules Committee report listed assignments for many bills to specific standing committees and the Speaker announced committee referrals. The House adopted the rules report and the Speaker made assignments for bills including HB 213; SB 88; SB 103; and numerous others listed on the floor record.
These actions advance the docket for committee consideration, second and third readings, or placement on the consent calendar; they do not by themselves enact policy. Several bills were placed on the House third-reading calendar or consent calendar as recorded in the clerk’s report.
