House advances multi-bill public-education recodification; sponsors stress reorganization, not policy change

Representative Val Peterson (sponsor) described House Bill 10 as the first of four recodification bills covering state-system administration and said a crosswalk website is available to show where old sections map into the new code. "It was our intent not to create any substantive changes," Peterson said, and he asked members to support immediate passage so the Legislature could consider other education measures.
Members and sponsors noted the recodification spanned hundreds of pages: Peterson told colleagues the package included "237 pages" of recodification and that obsolete references such as No Child Left Behind would be removed. Supporters praised staff work on crosswalks and website tools and emphasized that the recodification aims to make existing law easier to find.
The House voted on and passed HB 10 and HB 11; the clerk recorded that HB 10 "passes this body and will be transmitted to the Senate for its consideration" and that voting on House Bill 11 was likewise completed and sent forward. Later floor action lifted Senate companion bills (SB 11, SB 12) to the House calendar and then placed Senate measures on the Senate third-reading calendar; Senatorspassed SB 11 and SB 12 under suspension of the rules and those measures were forwarded for signature.
What it means: Sponsors said the recodification is administrative: it clarifies, reorganizes and repeals outdated cross-references but does not change the substantive rights or obligations in current law. Members were directed to the online crosswalk for precise mapping of old sections to new code language.
Next steps: Companion Senate measures were placed and passed under suspension; the recodification package will proceed through enrollment and signature steps following the standard interchamber process.
