The Utah House passed legislation clarifying that the Utah Communications Authority (UCA) is subject to the state procurement code ahead of a major radio‑system contract expected to cost between $150 million and $200 million. Representative Handy, the bill sponsor, said the bill does not change whether UCA uses the state's procurement office but ensures the legal framework is clear as the agency prepares a complex procurement.
Handy said the UCA operates the statewide public-safety 800/850‑megahertz network and supports 911 centers across Utah; an audit led to board restructuring and the agency now plans to let a large contract in the coming months. Members asked whether the legislature should review the contract before it is let; Handy said the Legislature will retain oversight (including bonding authorization) and that he chairs the interim Public Utilities, Energy and Technology (PUT) committee and will place the matter on the committee agenda for review.
Representative 12 (floor questioner) sought confirmation that the legislature approves bonding associated with the contract and asked whether the agency will use Department of Administrative Services/Office of Purchasing services; sponsor said UCA will take advantage of available services but is subject to procurement law.
After floor questions and discussion, the House voted to pass HB 2,004 (67 yes, 3 no) and the bill will be transmitted to the Senate.
