House concurs with Senate amendments to HB2001, returns bill to Senate; other bills transmitted

The Utah House of Representatives on July 18, 2018, voted to concur with a Senate amendment to House Bill 2001, sending the measure back to the Senate for final signature after a 62–5 vote.

Representative Gibson, speaking for the concurrence calendar, moved that the House concur with the Senate amendment and explained what the change would add to the bill. "So basically, we're adding surface water and looking to protect some birds," Gibson said, describing language added to address air quality impacts, surface water, and protections for migratory bird production areas as defined in section 23-20-8(102).

The presiding officer put the concurrence to a vote; the Speaker announced that House Bill 2001 received 62 yes votes and 5 no votes and would be returned to the Senate for signature.

Earlier in the proceedings the clerk read communications from the Senate reporting passage and transmission of several House bills, including House Bill 2002 (repatriation tax amendments), House Bill 2004 (Utah Communications Authority procurement), House Bill 2005 (drinking water source sizing requirements), and the second substitute to House Bill 2003 (income tax code amendments). The clerk said the second substitute to HB2003 had been signed by the president and was transmitted for the Speaker's signature.

The concurrence motion on HB2001 was presented and carried by recorded voice; Representative Gibson offered the substantive explanation presented above. The House took no further substantive amendments on the floor before the vote. The Speaker then instructed housekeeping to prepare the journal and other closing tasks as the House moved toward adjournment.
