Senate debates bill to require legislative approval for agency fees; debate tabled after extensive amendments

Senator Finlayson and others urged clarifying language so restricted accounts (for example wildlife accounts holding license fees) would not be inadvertently swept into the general fund; Senator Swan sought amendments clarifying deposits for Pittman-Robinson funds and other federal-aid linked accounts. Multiple floor amendments were proposed and at least some were adopted to exempt specific accounts and clarify the deposit language. Senators emphasized the bill’s philosophical stance while acknowledging many technical changes would be necessary.

After extended questioning about process and the size and timing of the bill, the floor took a division vote on procedural motions. The body then voted to table the bill for further work. "We could spend the rest of the day trying to find all the amendments that would be proposed," McAllister said earlier in debate; the tabling vote reflected a decision to return some issues to committee or the interim process for more detailed drafting.
