The motion before the Senate asked members to approve confirmations across multiple departments and boards. The mover read a list that included appointments to the Utah Sports Authority; the Utah Technology Finance Corporation; the Department of Corrections; Natural Resources (including big game control); the Central Utah Water Conservancy District; Administrative Services; the Career Service Review Board; and several health-department bodies, specifically the Emergency Medical Services Committee, the solid and hazardous waste committee, the Safe Drinking Water Committee, the Water Pollution Control Committee, and the Board of Aging and Adult Services under Social Services.
During discussion Senator Peterson was recognized and offered a substitute motion, which the presiding officer accepted and the body approved before returning to the main motion for a roll-call vote. The clerk conducted the roll-call; after the tally the presiding officer said the motion passed with all votes recorded as in favor among those present.
Earlier in the session the reader recited the governor’s proclamation calling the Senate into extraordinary session under Article 7, Section 6 of the Constitution of the State of Utah. The proclamation, read aloud and signed by Governor Norman H. Bangerter and lieutenant governor names included in the text, said the session was convened 'for the Senate to advise and consent to appointments made by the governor to positions within the executive and judicial branches' since the close of the regular general session.
The presiding officer appointed Senators Nelson, Steele and Richards to wait upon the governor and inform him the Senate was organized and prepared to act; after the confirmations the same committee was assigned to report back that the Senate had concluded its business and was ready to adjourn. The Senate recessed for lunch during the session and then completed these actions before adjourning.
The session record lists the nominations as dated 04/18/1990; the roll-call result was announced by the presiding officer and entered into the record.
