Utah Senate passes Adoption Recodification Act to update language in adoption code

On the third day of the session the Utah Senate passed Senate Bill 14, a non-substantive recodification that updates archaic language in the adoption code, by a recorded vote of 20-0 with nine senators absent.
Senator Steele told the Senate that Senate Bill 14, the Adoption Recodification Act, is intended to modernize the wording of the state's adoption code without changing its substantive effect. "The focus here is not to change the context of that code, but merely change the language to bring in some cases what might be termed archaic language into more prevalent, useful language in today's terms," Senator Steele said.
Supporters noted that Senator Hillier provided "additional important insight" during prior consideration; no amendments to change substantive policy were offered on third reading. The Senate called the question and recorded 20 ayes, no nays and nine absent. The chamber announced that SB 14 "passes and referred to the house for no further action."
Because the measure was described on the floor as a language recodification, senators said it would not alter existing substantive legal duties in the adoption code; the bill will now move to the House for whatever next steps the House deems appropriate.
