Utah Senate Advises and Consents to Governor Bangerter’s Appointments; 25-0 Roll Call

Senator Marine introduced Diane Wilkins, the governor’s nominee for juvenile court judge in the Second District, and several senators spoke in support of her qualifications. "I enjoyed working the last year with her on Indian affairs issues, and she did a very fine job in the governor's office," Marine said in introducing Wilkins. Senator Paterson recalled Wilkins as a former intern and said she had been "conscientious" and "capable," adding that he expected no dissenting votes.
Senator Richards questioned the propriety of appointing a Salt Lake attorney to a seat serving Davis, Weber and Morgan counties, arguing the bar in those counties might prefer a local appointee; other senators responded that Wilkins is a Davis County resident who had performed state work and was well qualified. "Diane lives in Davis County, is a resident of Davis County, lives in Bountiful," one senator said in her defense.
The secretary read a governor’s communication listing appointments to a range of bodies: the Administrative Services board; Workers' Compensation Fund Board; Alcoholic Beverage Control Board; Real Estate Commission; Business and Economic Development Board; Salt Palace and Fine Arts Advisory Board; Utah Technology Finance Corporation; various corrections and review boards; the juvenile court judgeship (Second District); multiple health advisory committees; the Board of Regents and student regent positions; Utah State Retirement Board; the State Tax Commission; multiple conservancy districts; Board of State Lands and Forestry; and the Great Salt Lake Development Authority.
Senator Marine moved that the Senate advise and consent to the appointments listed in the governor’s communication dated 07/18/1990; the motion carried on a roll-call vote with 25 ayes and no nays. The president said the Senate would notify the governor that it had advised and consented.
The confirmations conclude the Senate's stated business for the special session; the body adjourned following routine reports and a brief period for other business.
