The bill authorizes $20 million for transportation projects to be allocated by the Utah Transportation Commission and up to $20 million for water bonds split among the Division of Water Resources (40 percent), the safe drinking water program (30 percent) and the water pollution group (30 percent). The bill specifically does not fund the Bear River project, which sponsor Penlinson said is associated with Senate Bill 98 and "is not ready for construction."
