Senator Hilliard introduced SCR 3, a concurrent resolution sponsored by the Utah chapter of the Freedom Foundation at Valley Forge, and described the group's decade‑long work sending high school students to Valley Forge leadership workshops. He moved a small amendment to include recognition of the bicentennial of the Bill of Rights and sought expedited consideration under suspension of the rules.
Hilliard said the Utah chapter has sent students from across the state to workshops about the founding principles of the United States and that participants often go on to start civic‑education programs at their local schools. "The Utah chapter has been organized for 10 years," he said, noting the chapter’s George Washington Medal of Honor nominations and its 'We Believe in Heroes' dinner.
The Senate agreed to consider the resolution for second and third reading under suspension of the rules and then conducted a roll call. The clerk recorded 27 ayes, no nays and two absences; SCR 3 passed and was referred to the House for further action.
The resolution expresses support for programs that promote responsible citizenship and recognizes local volunteers and businesses that support civic education and youth leadership programs.
