Senator Bunt and others questioned whether state matching or investment choices also affect grant eligibility; Beatty replied that while funding and matching are factors, the primary shortfall results from the federal formula and its inputs.
The resolution passed on a roll call reported as 29 ayes, no nays. The Senate agreed the resolution would be sent to the House without further action by the Senate.
