Senate passes resolution urging federal distribution of highway trust fund dollars to states

Sen. Glade Nelson moved the committee substitute to SJR 3, a memorializing resolution asking the federal government to return highway trust fund distributions to states as originally intended. "As each of us go and buy a tank of gas, federal taxes were meant to go into a trust fund," Sen. Nelson said, arguing that the state has suffered losses because the federal government has increasingly diverted or withheld trust-fund distributions.
Sen. Black and other supporters described the resolution as a message to Congress. "We used to get about $15,000,000,000 a year that was put into the highway program," Sen. Black said, and he suggested current federal practice understates the true deficit. The floor agreed to consider the substitute under suspension of the rules and advanced the resolution for final consideration.
The clerk announced final passage with a roll call reported as 28 ayes, no nays and one being absent in the transcript. The resolution as amended was forwarded to the House for further action.
